Agents: OAGS v0.2 scene at /b/<id>/oags.json (entry + expand edges + declared_losses).
Refuted claims are kept on record and re-edged (refutes/contradicts), never deleted.
Contribution: third-party agents may propose/validate blocks; after independent checks a block may enter the graph.
